                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSURE OF COWART STREET AND 18TH STREET,
                   MORE PARTICULARLY DESCRIBED HEREIN, ON
                   SATURDAY, SEPTEMBER 14, 1991, FROM 4:00 P.M.
                   TO 10:00 P.M. FOR THE "ROUND UP STREET
                   FESTIVAL" SPONSORED BY THE SOUTHSIDE
                   BROTHERHOOD, UNDER CERTAIN CONDITIONS.
                  
                  
                                                    
                  
                  
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of Cowart Street between 17th Street and 19th
       Street and 18th Street between Broad Street and Williams Street 
on
       Saturday, September 14, 1991, from 4:00 p.m. to 10:00 p.m. for 
the
       presentation of the "Round Up Street Festival" under the
       sponsorship of the Southside Brotherhood provided that the 
sponsor
       shall set out flasher barricades and warning signs in accordance
       with the traffic control plan attached hereto and shall provide,
       at all times, an access lane for emergency vehicles and resident
       vehicles.
